In 2013, the collective created a new version that includes footage of the crows that feed on the abandoned livestock of Fukushima’s exclusion zone, and a flock circling the Tarō Okamoto-designed ‘Tower of the Sun’. 𝘔𝘢𝘬𝘪𝘯𝘨 𝘵𝘩𝘦 𝘚𝘬𝘺 𝘰𝘧 𝘏𝘪𝘳𝘰𝘴𝘩𝘪𝘮𝘢 “𝘗𝘐𝘒𝘈!” is a video work that consists of Chim↑Pom spelling out “pika!,” the onomatopoeic Japanese word for flash, in skywriting above the Hiroshima Peace Memorial. Creating a manga-like scenery, the collective re-inscribed the clouds’ gradual disappearance with the fading of collective memory and presented a contemporary sense of history concerning peace in post-war Japan. For our current issue MONUMENTS, Chim↑Pom unpack the history of the work—and the trials and tribulations that went along with its presentation—with images and commentary by the collective and an essay by Kenichi Abe. Commissioned by Manchester International Festival and Contact and curated by Young Contact Curators, this large-scale installation invited local residents to take part in public tours. The project was selected as the cover and feature for ArtReview’s September 2019 issue. In Manchester, Victoria Station serves as one of the major hubs for thousands of daily commuters. Chim↑Pom installed a site-specific brewery in the abandoned tunnels under the station, where cholera victims were buried during the 19th-century outbreak. The collective members became bartenders for the project’s brewery, “Pub Pandemic,” and served a special beer called ‘A Drop of Pandemic,’ brewed in the tunnels during the exhibition for the visitors to enjoy. Visualizing the bioprocess of brewing to show the connection between bacteria and cholera viruses, and providing the context of the sewage system and infrastructures at the time, Chim↑Pom presents “A Drunk Pandemic” as part of our endeavors in urban theory. Manchester is historically known as the birthplace of the Industrial Revolution. Poor sanitation produced by rapid urbanization was one of the main causes of the cholera pandemic, which in turn led to improvements in infrastructure, sewage, and sanitation. Many victims of cholera came from poorer communities, often older, more prone to sickness, working-class, or drunk. Wealthier people viewed cholera sufferers as morally inferior and cholera itself as immoral. To eliminate this ‘immoral disease,’ the quality of life of these so-called ‘immoral people’ needed to be revamped. It is said that the revolution in urban hygiene and sanitation started with this kind of thinking. The project now takes shape as an installation at Non-Site, in ANOMALY gallery in Tokyo. Large cities underwent lockdowns, online systems accelerated, and Tokyo declared a state of emergency for April and May. The virus, in an instant, changed our way of life and our values. The Tokyo Olympics and Paralympics, intended to be epic celebrations, have now been postponed to 2021. With this, Tokyo 2020, the brand name that the city proudly proclaims, will be repurposed for 2021. Despite the odds, in this project, Chim↑Pom continues to produce work outdoors. The collective focuses again on the city, where officials urge people to self-refrain from going out by novel assertions of “stay home” and “social distance.” In a city devoid of many of its functions, what does the outside world under a state of emergency look like? What changes, and what remains the same? To record this, Chim↑Pom installed billboards painted with cyanotype sensitizer in various locations where traffic dramatically decreased. They left these signboards out for two weeks, printing traces of the unchanged environment—rain, sunlight, wavering shadows—onto the screen, marking the passing of time. How will society shift after 2021, and how will that affect interpretations of this work? Evoking the various projections of Tokyo 2020 that Japan has and will continue to envision, and the term “new normal” that emerged with corona, this work attempts to draw the “blueprint” for 2020—a year of visions appearing and disappearing—as a billboard.
